The Texas Medical Board has revoked the license of a Kemah doctor, Carlos Arroyo, 54, who previously practiced in Channelview and Beaumont.

Arroyo has a history of disciplinary action by the medical board, including a suspension for drug use.

According to an agreed order signed by Arroyo on Nov. 6, the board found that he had prescribed controlled substances to 16 chronic pain patients without adequate documentation, including the medical rationale for the drug therapy.
