GALVESTON - Galveston Police are looking for a 25-year old ex-convict who had tried on at least two occassions to commit fraud against Galveston banks by depositing counterfeit checks then trying to make quick withdrawals before the bank discovers the instruments are worthless.
Donnie Ophie Citizen, with previous addresses in Texas City and Port Arthur is last known to live at 610 Ferry Road, Apt. 25. in Galveston.
Captain Jeff Heyse told The Police News Citizen opened an account at HomeTown Bank, 1801 45th St. depositing a counterfeit check drawn on Galveston College for $4,768.07. He later tried to withdraw a large portion of the amount but was denied by bank personell because the check had not cleared yet.
A suspicious bank employee called police but Citizen was gone by the time the officer arrived.
On the same day, according to police, Citizen pulled the same scam at First Convenience Bank inside Wal-Mart on Seawall Blvd. This forged check was for $4,728.07.
Citizen is a known criminal having career convictions for Possession of Marijuana, Possession of a Firearm by a Convicted Felon, Possession of Dangerous Drugs. He has been arrested by police in Houston, Galveston, Hitchcock, and Port Arthur.
Citizen is a black man, born August 25, 1984. He is 5'11" tall, weighs between 185-220 lbs and has brown eyes and black hair.

You should not approach or attempt to detain this man. He has a previous history of carrying a pistol and has on one occassion assaulted a police officer.
The Galveston County Sheriff holds an outstand Capias Warrant for Citizen.
